Cannot get a Windows Experience Index Score

So earlier my computer crashed and instantly went to blue screen then when it rebooted it went into chkdsk and fixed all the problems etc..
Then I noticed it is stuck in Windows classic mode and will not go into Aero. I did some research and had to update my graphics card driver but nothing. Then I looked at my WPI and realized they were unrated.
When I click "Rate This Computer" nothing happens.
I have tried many things to try and fix this issue including going into command prompt and typing in winsat formal but I get "Unsupported 16-bit Application The program or feature \C:\Windows\System32\WinSat.exe cannot start or run due to incompatibility with 64-bit versions of windows."
I've also noticed the system is running slower than normal and some basic programs aren't working and some .DLL errors.
I think I may have to do fresh install of Windows 7 but don't feel like doing that. Any help would be great, thanks in advance.
My OS is Windows 7 Ultimate SP1 64BIT
