Yeah - reading the raw hive is fun, ain't it? :)
It's one reasons why we don't advertise the possibility - it is way too easy to make an unrecoverable error (even if HxD does create a backup by default), which could screw the system totally.
I've occasionally used HXD on the original of the COMPONENTS hive - simply to compare that with the 'borked' hive I'm attempting to work on - and there isn't a problem unless the hive has already been loaded to the registry.
Use the REG UNLOAD command to remove it, and HxD should work. Most of the time, I have a copy of my hive stored which I can use (and occasionally update by copying the main hive when I remember!)
Don't forget that the COMPONENTS hive is only one of a number of registry hives (and a relatively unimportant one) - which are in effect a massive relational database.
DO NOT attempt to fiddle with ANY of the hives unless you have at least a general idea of the consequences, or (preferably) working in a VM!
Leave things alone for a few days - then run another SFC scan, and post the new CBS.log (and CBSPersist logs)
You have me intrigued now, because the fr-FR error is (almost) common and I'd love to identify the cause/solution if I can.
