Windows 7: desktop.ini files and ntuser.dat files

Windows 7 Home Premium 64bit
 
 
desktop.ini files and ntuser.dat files

In certain locations on my pc I have installed desktop.ini files and within my the users section on the c drive I have 255 ntuser.dat files. Is it safe to delete both the ini and ntuser.dat files, coming from a novice user.

Windows 7 Ultimate x64 SP1, Windows 8.1 Pro x64, Windows 10 Pro x64
 
 

The ntuser.dat files are part of the registry. Do not delete them.

The desktop.ini files are the location of the unique attributes for the particular folder they are in.
I would not delete them either.

These files are normally hidden as protected operating system files.

I have lots of them... I know they should not be deleted because they hold the registry. Here's the thing. I have them in my user folder, about 16 of them... in my root folder of C:\drive, about 6 of them, and strangely enough, some are on D:\ drive, about 5 of them. Where should they really be...
