Try disabling the animation option in the advanced syetem settings! When opening up a utility folder here on a storage you wait for the icons to animate in order to scroll through them. This is directly related to the visual effects portion in the "Control Panel>System>Advanced system settings>System Properties>Performance Options".

I had to uncheck the top item here at times when wanting browse quickly through the volume of files stored in folders on different drives as well some custom folders on the OS drive there too. But this is mainly the effects you see as each row of icons animates.

Honestly I can't tell a whole lot of difference between best appearance and best performance, besides the lack of eye candy. Performance doesn't change much for me either way.

That depends on how much you have running as well as how many drives on the system there. With 5 satas, 2 optical drives, plus any usb flash drive plugged in along with the Cloud Desktop virtual folders and then having several things going at once you will at times.

This hasn't been a constant problem with all that here. But when first becoming an annoyance it was simply tracked down to the source namely the animation item seen there. Once disabled you fly through a ton of files even on a separate drive.

The issue may be linked to the MS indexing...
Or the folder could be extremely fragmented.

With any large volume of files along with continuing to add more and more files themselves can become fragmented as well as the hard drive they are on. For the problem there of waiting for the icons to animate that's mostly the performance settings shown in the image there however.

Since the problem comes up with ZIP files, would it make any difference if you turn off "Show compressed ZIP archives as folders"? Annoyances.org - How do I turn off Compressed Folders (built-in support for ZIP files) in Windows Vista and XP?

The implication of sup3rsprt and myself reporting a lack-of-problem is that it's not something inherent in the OS but rather something that is environmental and confined to your machine (plus others which perhaps share the same causal factor).

If you're willing to work with us and be methodical, we can probably help you find the culprit.

(I just plonked 250 ~4MB ZIPs and 250 ~4MB EXEs into a folder. Absolutely no perceptible delay in viewing the folder contents in Explorer.)
That's fine. I'm patient. Been living with this issue since Vista happened so it's not like I'm not open to anyone helping me out.

I guess I can turn off the extra pretties for the OS, some of which I find useful so that's a bummer. Aero, as someone stated, might be the culprit!
