Check Disk running for over 48hrs

Yesterday, I found my laptop unable to start up; I eventually found the issue to be error code 0x490. Nothing worked. No system restore points; no system imaging points; cannot start in safe mode.

On the advice of several Google searches I started running check disk. 48hrs later I'm sitting at 0 percent complete, 24243 of 331264 files.

I'm finding conflicting information. Do I let it keep going until it's done or assume it crapped out? Can I SAFELY attempt turning off the laptop or will it result in the loss of my files?

Any help would be greatly appreciated...I think I have all the important stuff backed up, but i'm terrified I've missed something.

It sounds as though your hard drive is corrupt. You have no choice at this point but to turn off the computer. Anything can happen in this scenario, but most likely is that you may have some additional damage to your hard drive by a forced shut down, but it should not cause a loss of all of your files. One file may have some damage, however.
I suggest that you turn the computer off, with the understanding that anything can happen but the most likely scenario is that you will have no additional damage or just some small additional corruption.
Seems to me that you really do not have much of a choice.

I was able to close the check disk but nothin's resolved. I have the Windows 7 installation CD in the drive and the CD/DVD drive set as primary boot, but it isn't booting. Is there any way to manually boot it, am I supposed to be doing something or does it do it on its own?

It should boot on its own. Could be that the CD is defective.

I don't suppose there's any help in connecting an external hard drive to get it running?
