Acer Aspire One D270 Audio Latency

I have an Acer Aspire One D270 that has had latency issues ever since I bought it. I have tried reinstalling Windows, disabling devices, and seeing the latency on a fresh install with only the drivers Windows found. There was still latency. Sometimes, it will go away for a bit then come back. The audio crackles/pops and is not enjoyable to listen to. This also happens on multiple songs. Any suggestions are appreciated.

I have another report from LatencyMon. This is with the Power plan set to High Performance and the minimum performance state for the CPU set to 100% when plugged in or on battery.
