Unusual characters

I need help with windows. Someone tried to install a program on my computer and Norton the anti-virus software blocked it. After the restart this is what was on the screen.

have you tried a restore point before they tried to install the program?

you might need to do a repair install. Repair Install
you could try turning on computer and start tapping F8 and when get to safemode option sceen can try the repair my computer option.

Thanks. I might have to try the repair install. I tried the tapping F8 and the repair mode but that didn't work either.

Fonts - Change

In my Program Folder, I have a TEMP Folder (Empty). When I right click and try to delete the folder, I enter a loop with no end. The Pop Window display like it is trying to remove the whole Programs Folder. Any Advice would be appreciated. Thanks.
