Optimizing a Inspiron 1012 (1GB RAM)...yes, I know, an oxymoron almost
Just wondering what I can do to improve performance (if anything).

Other than dropping an SSD and more RAM (you have a 32 bit, so your limited on that) you can try this:
Optimize Windows 7
Your screen print doesn't show all running processes.
You need to click Show processes from all users to see all the processes.
Work through this tutorial by Brink:
Optimize Windows 7
It looks like you have McAfee.
Consider getting rid of that and using a light weight AV such as MSE or Panda.
It doesn't matter if there is only one user.
Click the Show processes from all users and you will see the difference.
Yea, you can see the difference between your first screen print and your last one.
Notice the difference shown in the User Name column.
fwiw, I normally have apx. 50 processes running.
Look at this link that is the Optimize tutorial
Disable or Remove Unwanted or Unneeded Startup Programs
You should be able to cut down the number of running processes
