Windows 7: Can the spaces left on a HDD after moving files be filled?

Talk about packing folders & files from the beginning of HD onward, anyone remember Microsoft's DOS-based HD defragger, from Peter Norton's SpeedDisk technology, which did exactly what OP was wanting to do. I used to watch the "Space Invaders" blue blocks "marching to the top." Ahhh, those were entertaining days...
