Windows 7: CPU Meter show 100%

I am using the CPU Meter gadget on my desktop. My system seems to "freeze" a lot and I notice that when that happens my CPU Meter is show 100% usage. I quickly start task manager but it does not show any tasks usisng that much CPU.

I am using 32bit Windows 7 Ultimate Evaluation copy Build 7100 on this PC, but I have seen the same 100% CPU Meter displays on my laptop and my laptop is running the new retail version I just purchased at Best Buy.

Is anyone else seeing this ?

Install Process Explorer. It is something like the Task Manager, but gives more information, and if you select the Hide When Minimized option, it displays an icon window which graphically shows CPU activity and when mousing over it, it shows the process that is producing the activity.

Sort the processes by memory usage in Process Explorer and then post a snip of your startup programs + installed programs, and what antivirus are you using?
