that tutorial was the first thing i found before posting. switching out partition letters don't really change the original problem since whatever is on partition E and has no assigned label defaults to "OS Install" and not the normal label for a non labeled internal drive, dvd drive or removable storage.

for example, bear, for your C Drive, you have it labeled "Windows 7." if you decide to rename it and leave it blank, it will switch to the default label "Local Disk." The problem is that my E drive (for whatever type of media I choose E to be disk, cd or USB) if i say had my "Data" labeled drive placed there, will have "Data" as its label when I assign it, but if I rename and choose to keep it blank, instead of "Local Disk", it will show "OS Install"

    Did you see
"Option Three" in the tutorial for renaming removable drives (like CD/DVD drive) in the Registry? I'm thinking from your response above that you may have stopped reading too early. This step 3 does not involve the partition or drive letters. Drive - Rename

I've tried option three before posting the thread, and I retried just now. Even when I game it a label, it would not change to the label I gave.

You could try sfc /scannow and see if their is a problem is picked up.
Here is a tutorial by Brink. Please read completely. It can't hurt but might help.

SFC /SCANNOW Command - System File Checker

Have you been doing or have done and registry hacks??

Have you been using any Tuneup or Registry programs of any kind? If so please list them.

I tried GokAy's suggestion of searching the registry and found "OS Install" under HKEY-USERS\S-15-21-2303449680-1231917692-1707235187-1000\software\Microsoft\Windows\CurrentVersion\Explorer\DriveIcons\E\DefaultLabel
Deleting that value seems to have fixed it. Location seems quite similar to the registry location that you're told to navigate in option 3 of
    Drive - Rename
Do you guys know what could have caused that registry to be changed like that? I want to know for future reference.
I haven't done any registry hacks before and the only one that I use to clean registry is CCleaner.

No idea what could have changed it, an application you used perhaps. Don't worry about it until it happens again.

I have never known Ccleaner to cause registry problems but one never knows when it comes to the registry.

Do you have any programs from IOBit installed now or ever?

I don't think I have. The only time I heard of the company is probably for start menu restoration in Win 8.
