General poor performance, pinwheel of death, freezing

I've had my laptop serviced a couple of months ago, and last week ran a full Defraggler scan.

However my computer continues to have poor performance. The only programs I have running are:
    Kaspersky Total Security
    Malwarebytes Premium
    CCleaner
    Misc. Toshiba/Microsoft background tasks

I only have two programs running at any one time, which 9/10 is Photoshop Elements and a Windows Explorer window, maybe one Firefox tab. Otherwise I run Outlook, Microsoft OneNote + Word, OR Adobe Acrobat DC Pro + Word. I never have any of these running all at once. I also scan documents and comics/art a lot with my Canon flatbed or my Brother duplex scanner. I do use iTunes often for my Apple stuff but nothing else is open at that time.

Regardless, if I try to highlight a folder or an item in a window, I get the blue pinwheel of death and my system will hang or freeze for perhaps five minutes before it will let me delete, copy/paste, or do whatever to the highlighted item. It will also hang during boot up and sometimes I have to force-shutdown or my computer will never actually boot up.

What can I do to fix this? Do I need to post my system's specs? I have no viruses, trojans, or malware. I don't do heavy things like gaming, video editing, or website/flash/illustrator design.

My Toshiba laptop did have 8GB RAM, 1TB HDD when I initially bought it a year ago.

Their are many things that can cause this problem. Here are some starting points.

    1. I recommend only using Windows 7 built in defrag.

    2. A lot of things over time can gather in msconfig/Startup and NON Microsoft Services and need a little cleaning.

Could you post a picture like this from your system?

***I notice your system specs show Windows 7/32 with 8 gigs of ram.

Windows 7/32 can only recognize up to 4 gigs of ram.
For Windows 7 to be able to use 8 gigs of ram you will need Windows 7/64.

At first sight, you can try couple of things to diagnose:

    - A clean startup (hinted by Bear) - Troubleshoot Application Conflicts by Performing a Clean Startup

    - Disable context menu items - Open CCleaner - Tools - Startup - Context Menu (wait until populated) - disable all entries

    - Boot into Safe Mode and check

    - Login with a different user account - https://www.sevenforums.com/tutorials/181024-user-account-create.html

No not a hint at all. I would like to see the pictures.
Sometimes it helps to know what is checked marked and what isn't.
