I found that the data consumption in C:\Users\Cesar\AppData\Local\Microsoft\Windows is increasing, but no folder in particular seems to be increasing in size. I don't believe it should take up more than 4 GB of space.

In my system that folder is 43MB. You have to look inside that folder to find out which item is inflating it.

Have you ever "taken ownership" or more importantly changed permissions of C:Users\username\Application Data ?

If so - see here:

Stop Application Data folder replicating?

and here:

Lost Access Permissions to C:\Users\All Users\Application Data Folder

I did some more poking around in wiz tree now that I know where most of the data was being taken up, and found out that the Temporary Internet Files folder, a folder I couldn't see even when I turned on Hidden folder visibility, had around 400k+ files. And that it had all 5GBs that were in the C:\Users\Cesar\AppData\Local\Microsoft\Windows. What should I do about it? I glanced over the files in wiz tree and it seemed like stuff that I never even glanced at.

I would make a copy of the folder (just in case) and delete the 400K files but leave the empty folder in place.

Did it. It didn't stop the space from shrinking. I looked into wiz tree some more after I got a little more familiar with it and saw a file called CBS that was taking about 96GB. I opened it and saw about 91+ files taking up around 2 GB to a few hundred MB. Did some more snooping in my User's file and found a folder named "afolder" in the Temp, and in "afolder" was something called data.box taking 1.2 GB. What is a CBS and is it okay to get rid of it? is the "afolder" suspicious or something I don't need to look into?

The CBS log file is generated by the system file checker (SFC). If you don't care to analyse it, you might as well delete it.

Log ARCHIVES take up huge space

Humerus-
I, too, have been having a terrible time with losing space. It had to do with the fact that nearly everything was being logged.
You may want to go to Administrative Tools > Event Viewer. Check each category. What is your computer logging? Is your computer logging a lot of events? Sometimes as many as 2-300/day!!
Check Properties for each event to see its settings. You may want to end the logging for that event.
Do that under Action
One thing I did was to stop the archiving on everything but the most important logs. I checked the button that said "overwrite as log fills up." That avoids 3 years of log archives.

I used Tree Size Free to find this issue: On your Tree software, look into the Windows folder.
Then find System32.
There will be a file winevt. Check its size.
If it is more than a couple of gigs, look at LOGS. There you will see archived files.
I had over 100 GB of wasted space.
Delete all but the most recent of these... Should be no more than 30 days worth.

You may have to stop the logging service to do this.

Hope this helps.

Thank you Judiann, I did just that, ran a program called CCleaner, and after some digging using some phrasing I learned here, found that the problem was the Windows Module Installer, if I remember correctly, and it seems that the logs were piling up because of that. So after some steps that I can't remember offhand, I turned the installer to run manually. After that, data stopped shrinking, and the "Rund dll32" error message stopped appearing. For the past few days no problems have come up, so I think its safe to say that the issue has been resolved. Unless I did something horribly wrong by turning the Windows Installer Module, if I recalled the name correctly, to only run when I want it to, I'll mark the problem as solved. Thanks to everyone who helped me resolve this, Iwould have tossed my PC in the trash if it weren't for all your help.

Get Norton Security that is active all the time The will even take control of your PC if you have a problem and even reinstall the program. Another one they have is NPE.exe which also is antivirus program that is updated about every three months.
A hard drive can be purchased for 80 dollars for a 2 2terrybyte drive. I use Macrium to clone my C drive. I also prevented any windows 7 updates once I found out that windows 10 would be free, and can be installed automatically. Many problems. Microsoft will support windows 7 now until end of 2016. A free antivirus program that you must manually use but not a replacement of the Norton is in Sophos.com and called Sophos Virus Removal tool. Another is a manual program called Malwarebytes.com it costs about 9 dollars a year.
