Shadow Copy error when trying to create a restore point in Windows 7

For some time I am having the problem on Win 7 of not being able to set a restore point. The message that displays is likely familiar to this forum.

It is the Volume Shadow Copy service error followed by a long error code number.

Some process is blocking the ability to set restore. What the error message suggests to turn off processes hasn't worked or I'm not doing it right.

Please advise.

My suspicion is that I made some selection error in setup but
have no idea what could have happened.

Also I have not seen the Application Event log or where to find it. There is a standard number on it:

0x80042302

I will look up anything I can find on that.

The VSS services are pretty shaky and if you succeed to write a few restore points, they may disappear for no obvious reason. That's why I changed to images using free Macrium. That is rock solid.

Are you saying this is a backup/cloning issue? That some code made by a program?
I have come back to this problem which only effects one installation I have.
What is VSS then?

Since last post I have found and loaded the Event Viewer and selected Applications.
There's some code to view in there but I don't know what it is.

If necessary I can get a screen shot out.

The viewer shows some things related to "privileges".

Is there a reversal for this in Administrator level?

Volume Shadow Service.

I have downloaded but not installed Macrium. What can the program provide for this error?

Also I am not experienced with doing images as opposed to simple disk clone with Norton Ghost. Do I need a blank HD to remedy the error by making an image copy?

Is there a step by step printable sheet for this?

It's all new territory for me.

I have completed getting and burning the WinPE .iso rescue disk described above.

Space needed for any image will require setup of a separate disk. My plan to do this is to low level format a target disk with HDD Guru low level format tool (free) which I have used before. Low level is needed because of a failed operation on that target and the disk is not recognized by system.

After the low level, I would format the target using the NTFS format tool in Win7 Administrator mode to guarantee compatibility.

I'll go on to the next link though they are not described in detail. Vimeo or other streaming tutorials do not run well on this low bandwidth system.

Further advice at this point is appreciated.

I would prefer some screen shots as is often done here at SevenForums.
Following a mouse pointer in a tiny youtube box to jangly pop music is just distracting and annoying.

Will look further for a written tutorial. And in that time will prepare an
HD which lost it's formattiing and system files on a botched clone job.
