Windows 7: What could be chaning my System Restore Max Usage slider to 100%?

What could be chaning my System Restore Max Usage slider to 100%?

*chaning = CHANGING

I have a small 80 GB SSD for "C" that runs the OS, and two other 1 TB drives "D:" and "R" that run programs and store data.

I turn on system restore for C and D. I set the Max Usage slider for C at 6% - 4.47 GB and it stays there for a few days. Since D runs many programs, I reserve about 3% on that drive for Sys Restore.

Later I see that my C drive is (red) critically low on space. Then I must reset the slider back to 6% from the new 100% setting (which it got magically changed to).

What could possibly be making this change for me without my doing it myself?

I'd LOVE to be able to fix this....
