Windows 7 Random Lag on Desktop and even on CS:GO

So lets start things off clear and what my problem is. So I bought my computer back in December 2015 and it came with windows 8.1 I was fine with that I decided to google how to install windows 7 converted to an MBR disk and installed windows 7 on and on still had the same problems has 8.1 so when I run the game CSGO or any task on my PC I get a sound lag like a sound loop that is very loud. Since then I got a new motherboard and CPU also got a new power supply but still using old Disk Drive and RAM so far the CSGO lag seems to have been reduced but still happens just today I reinstalled windows 7 and did the SP1 update and nothing else
as I was scanning for updates the sound bug hapenned again so I am curious what is causing it to happen is it because my RAM is going to 100% or becuase of my Drive because its honestly really annoying and I dont kn ow what to do now since I just upgraded this PC and it still happens and by the way if you wanna know what PC I upgraded its the ASUS M32BF and I did a motherboard change also had to change my CPU since its a AM3+ motherboard I got so I rewired everything and it worked booted into windows 7 decided to reinstall since I got a new MB and I still have the same problem but it happens less now so I would need some help
