Hi,
The most common cause has been the windows update system
See if these updates are installed and if not manually install them from post #2
Windows Update will not update and I've tried multiple fixes

Problem with a svchost.exe (netsvcs)
For some strange reason this process is using about 12% of my cpu. It never stops unless I suspend it. But then I cannot browse. So I have to unsuspend it to browse. Any ideas what could be happening? This is not normal as far as I know. Avira and Malwarebytes show no problems.
