Well, being a programmer myself, i find that the easiest way to develop/build new pages/scripts are with having a powerful laptop/desktop. Maybe just upgrade ram/processor. But you can also over clock - as stated above. My laptop is perfectly good at opening web-development app's and running rigorous scripts.
Check out RightMark CPU Clock Utility. I find it's the easiest way to overclock out there... http://cpu.rightmark.org/
Just Google how to overclock using that software, its really easy to use and all.
