Hi and welcome

Upgrade from what to what? vista to win 7, or win 7 (RC) to win 7(RTM)?

Btw the wei is just a number it doesnt mean anything. if yu re run it it will most likely change

Ken has given the correct answer. The difference is very small and does not really matter. But if you want to push the issue. Do you know which component is lower. Your rating is the rating of the lowest component.
