Explorer Windows Behavior

Alright I'll attempt to explain the way my windows are behaving the best I can, please bear with me.

I can currently running Windows 7 64 bit Pro and when I'm on my computer and on for Firefox for example the Firefox browser will quickly say not responding for a split second and go back to normal expect I will have to click it again and it'll do the same thing again. Finally after doing it five times it does what I want it to. However this is not only happening in my Firefox browser. I also use Skype a lot and when I go to options and choose a drop down menu it expands but immediately closes or in a more severe case will start "flashing" saying not responding for split seconds over and over again in the task bar of the program until I click away, normally on the desktop does it subside. I'll attempt to get a live video of it when it's happen. Any advice until then I'll appreciate.
