Unable to create the file "New Library.library.ms

Try to create new library.
Get "Unable to create the file "New Library.library.ms" Access is denied.

Found:
"Unable to create the file 'New Library.library-ms' File System error (16389)

The error 16389 (0x4005) is a trucation of a E_FAIL error (0x80004005)."

Recently transferred files from C:\Users\Ray to E:\My Documents.--used MS move command, thought it would transfer references, apparently not.

What should I do to be able to create a new library?

Run "cmd". Type "SFC /scannow" (without quotes), hit enter.
Also check the event viewer for errors related to "16389".

I've got this exact issue on my parents' computer, but when I try to run that command, I get

I ran into this issue recently. Running "SFC /scannow" does nothing. In order to fix it, I had to manually reclaim ownership of my user's library folder. To do this, you need to navigate to:

/Users/<your username>/AppData/Roaming/Microsoft/Windows/

Then right-click the "Libraries" folder, and choose Properties -> Security -> Advanced -> Owner -> Edit.

Now temporarily assign ownership of the folder to another user or group on your computer. The "Administrators" group will work just fine. Apply the changes and exit out of your properties box(es).

Finally, repeat the steps above, and this time assign yourself back as the owner of the folder. Apply the changes, and everything should be fix. Or at least, it was in my case.
