Actually I'm quite unsure if the HD3000 card series have already or not the downclock feature. I know the 4000 series does -- as I do have one, but if I am not wrong, the 3000 series should have the downclock feature too. If you open Catalyst Control Center -- suggest you to keep it even if you never open it -- then go to the Overdrive option (you may need to open Advanced instead of Basic mode). You should see a couple options, and at one of them, the Fan Speed. Check mine below.

If you have it, then unless you really needs to upgrade you video card, then you can save some bucks.
