Command Prompt scroll with wheel has wrong page size

In command prompt, page-up/down will go back/forward in command history. So I use wheel to scroll up and down.
The mouse wheel is set to scroll one page at a time. It works fine in other applications. However, in command prompt (cmd.exe), the page size is larger than it's actually is. So I will always miss some content when scrolling.
Any way to fix it?
