Windows 7: "Fade or slide menus into view" fails to save on non-Administrator

"Fade or slide menus into view" fails to save on non-Administrator

I am running Windows 7 Home Premium 64-bit on my laptop and Windows 7 Ultimate 64-bit on my desktop. I have two user accounts on each: one Administrator account and one User account that I have for everyday use. I am experiencing this issue with both computers.

The issue I am getting is that, on the User account only, the "Fade or slide menus into view" checkbox in the "Advanced System Settings" window fails to save after I log out or reboot. The state of the checkbox is saved on the Administrator account though. I have followed the "manual" portion of this guide using regedit.exe in both elevated and standard modes. The "MenuShowDelay" registry key is set to "5" (which is the number I chose per the tutorial) in both elevated and standard modes of regedit.exe even after a reboot (this indicates the registry is not being overwritten or reverted after I change it).

I am currently at a loss about where to proceed from here. I wouldn't be surprised if this is a really stupid and petty fix, but I'm really out of ideas...

EDIT: I guess I should add that this seems to be affecting most (if not, all) of the checkboxes in the "Advanced System Settings" window and not just the one.
