Anyone ever get the blue birdy wispy screen of nothingness?

I have a Dell Inspiron 1440, OS W7
I tried to turn it on today and I got the "Launch Startup Repair" or "Start Windows Normally" --- neither option got me anywhere.
Starting normally brings me back to that screen over and over and over again.
Doing the "Launch Startup Repair" brings me to a blue screen with a light wispy design in the background and nothing happens. No repair, no popup windows, just a blue birdy wispy screen of nothingness.
I have NO idea what to do.

Thanks for the reply, but I can't get to any of those windows. All I get is the screen where I chose to Launch Startup Repair OR it sits at a blue screen with the little leaves on the side and a bird and does nothing, when it's supposed to be repairing. I can move the cursor around but the cursor doesn't look normal - it's bigger than it should be.

I tried F8 during the normal startup and got to a different screen, but I don't know what to do from there.

Did you perchance make a System Repair disc to boot from and perform a system repair?

You can also use your Win7 DVD.

I've tried putting in my Win 7 DVD but since I'm experiencing no productive screen, I can't even get the DVD to start.

Make sure your bios is set to boot from DVD first.

Insert DVD.

POWER OFF your computer.

POWER ON your computer.

Watch the screen, if prompted to hit a key to boot from CD/DVD, then hit any key.
