The windows are not closing/maxmin/going to t

For some odd reason all of my windows are not closing when I click the X button on the top right corner. The max and minimize button only works for a couple of windows and are very slow if so. As well I am not able to move the window itself, it is stuck in one place.

I've looked on the other solutions of scanning the computer of viruses I used AVG and Mal as well as spybot. Nothing seems to be working.

I have a windows 7 ultimate 32 bit.

Please start an elevated command prompt and run:
sfc /scannow

Also, please boot your computer into safe mode and try malwarebytes again.

This is odd when I used sfc /scannow it did not fix it until I ran it in safe mode.
