Problem Trying to Extend Monitor

Hello, Ive tried researching this problem but I cant find the exact solution. I want to extend my netbook onto my LG monitor, but I can only use the monitor as the primary display. There is simply no option to extend the monitor in the drop down list (nor when I do windows key + p). My only options are: computer only; projector only; and duplicate. I see the "extend" option in the tutorials, but its missing for me. I use windows 7 starter edition. This used to be a simple task in XP. Also, I downloaded Display Fusion, but I dont see how to fix my problem with this. Thanks for any help!
