That will certainly work but it will slow your own progress down as well. The reason rich46 asked if other users had their own account is because the issues you are having with other users changing your start menu items is exactly why Microsoft created User Account Control. It is an invaluable tool that will do exactly what you wish. It should not be overlooked.
