What's the best method for converting WTV files to a format that can be edited in a program like Sony Vegas? I would prefer something free. I really don't care how many steps it would take, or how complicated it might be. I just want something that works.

Win 7 comes with a built-in converter to dvr-ms from .wtv.
Just right-click on a .wtv file, select "Convert to dvr-ms format".

I already know how to convert to the DVR MS format. But I am not able to open files in that format with my video editor. How do I convert that format to something like AVI?

In my opinion, it's not worth the time to convert to a different format.
I'd use an editor that can handle .wtv files, like Windows Live Movie Maker.
