no hdd space left cause of SVI

i have 191gb of 250gb hdd used by the system volume info folder i need help getting rid of whats in there.
i have tried to delete old system restores but i can see none, windirstar will let me but i dont just wanna delete anything. ive checked shadow restore only has 1-10gb to use.
what can i do to give me my space i need back?

ive emptied the Recycle Bin, there files called

ect, i have no old restores what are they?

should i delete them? or a reformat is easier?

Try taking ownership of the files, and then delete them ... you may need to boot into safe mode to do this...
