Enable the Gadget -> Mouse over -> Options (on the right side - the typical wrench for options)

For the default weather app that comes pre-installed on the Windows 7 Home Premium OS you will need to hover the mouse over the app on the desktop and a settings link should show up on the bottom right of the app. Click to make changes to your default weather location. Simple once you get the settings link to show up!

Wow I know this is an old post, but I've run into the same problem...once I change the location and log off computer and then log back on the weather gadget reverts back to NY location. It will not stay on my selected location?

Setting Weather Location

@bassfisher6522: I'm not sure why using the settings feature is not working for you in Windows 7. I just tried it again and it changed and saved the location without any problems. Just to be clear, you have to change the location in the settings and not at the weather url that opens up. If you are doing that, then I don't know what else to suggest. Sorry that I can't be of more help. Good luck!
