Iphlpsvc using 50% of cpu

Recently iphlpsvc is using 50% of my cpu at idle. I think it started after an update to VPN software (which I have removed) Looking online and on this forum I found other's with the same problem and I have tried the solutions suggested like disabling anti-virus, ipv6, networked printers and a few other things to no avail. Any insight would be greatly appreciated. I know just enough to be dangerous, but obviously not enough to resolve this issue.
