Windows 7 AND DOS to install Win95?

Windows 7 doesn't have DOS in it. It has a command line, but it's not DOS. You could install DOS in a virtual machine and run it from there, or maybe dual-boot somehow (good luck with finding drivers). Or maybe DOSBox?

If you really need to use DOS/Win95 for some reason, just virtualize it.

What hardware are you trying to install it on? It will choke on anything "more" than 512 megs or RAM, probably can't handle DDR memory or SATA drives, and can't handle NTFS partitions. You'd have to boot from the CD to install it, if its a bootable CD. Lots and lots of other road blocks too. As mentioned you'll have better odds getting it installed to a virtual PC.
