I think he may be talking about a BIOS boot password. If so, you can remove the CMOS battery from the motherboard for half an hour and it will reset it.
The CMOS Battery trick will work in some syustems but not all. Many business class systems now have persistence of the BIOS password even when power source has been removed. If the BIOS is new enough then you may be able to get assistance resetting the password from the system manufacturer, or if neither of those fixes the issue you may have to purchase a new system board.
