For nigh 20 years.. why does windows still do this?

Every time I create a new window, if I happen to already have a window from that same program open, I have to move it back up and left to set it in the top corner of the monitor.

Windows off-sets new program interfaces down and to the right. And I move it back up and left. Every time.

In todays world of multi-tabs and stacking task bars to group like programs, with selectable pop-up previews of programs from the task bar, why on earth do we still have to deal with the extremely irritating mode of "new windows must offset else the user will have no idea where his old window is" mentality?

Seriously.

OK, really why I'm here is to see if ANYONE knows of a toggle to switch that mode off?

Thankfully I normally open new tabs and don't have to deal with this much, but there still are times (at work especially) when I need multiple explorers open. I can easily have 20 plus open dialogs, from multiple programs, I am quite adept at keeping track of them.

Believe me, I know how to find my old window, I DON'T need the OS to offset the new one for me.

If you know how to stop that, thanks in advance! And if you are a programmer and know how to stop that, email that bit of code to Microsoft will you please?

I would love an answer to this myself. I want additional explorer Windows on top of existing opened explorer windows, not a quarter inch down and to the right.
