anyone know where I can download the Cisco VPN client?

You can download it from the Cisco website here, it is found under Products > Security > Virtual Private Networks (VPN)> Cisco VPN Clients > Cisco VPN Client. However you need a valid service contract associated with that login to allow you to download it.

Can I copy the folder running the VPN software and run it from the folder on another computer without doing an install?

Do you mean copy the files from another computer onto yours and jun without an install? If so, you could try, honestly i am not sure if it will work, some programs don't like doing that.
