I want to restrict my other user account from making changes to themes

I am looking to restrict the other users on my computer from making changes such as themes, updating and other control panel type changes. Theres a standard account created with program access limited but thats all I could find to limit. I would like to be able to make the changes myself but limit the others. Also I dont want to limit the admin account. There were a few ways to lock the desktop picture but it did it for the entire computer. The operating system is windows 7 pro x64.

Usually changes of system settings can only be done by the admin account. To block others you need an admin password. Desktop backgrounds and such things are specific to the account. A user changing a desktop will not change the desktops of other users.

If you have Windows 7 Pro or above, you could use the all users except administrators option in step 1 of OPTION TWO in the tutorial below to set Group Policy to prevent the theme from being changed by all users except administrators. See the "Related Tutorials" links at the bottom of the tutorial if you would only like to prevent specific items of theme from being changed instead.

A standard user account will not be able to make changes to the system anyways without providing the administrator's password when prompted by UAC. A standard user account can only make changes that affect their user account.
