my settings wont save & keep reverting after i turn off my computer

my settings wont save & keep reverting after i turn off my computer

for exampel. i disable the touchpad, disable the jump list & cant get a saved notepad document to open in max size.

either the changes dont happen or they revert back. both of these happen after i make the settings changes.

I have a similar problem with Visual Effects reverting. The thread is here, but so far no replies.
