Back up and Restore Center won't open

Somehow I've lost the ability to have Win 7 open it's back up and restore window were I sent images to an external disc for backup. I tried going thru control panel as well. When I click on it it doesn't do anything.
Is there a way to repair this or do I need a clean install? I tried Reflect and it works but I feel I'd like to get Win 7's restore going again.

Apart from the control panel do you type "Backup" in the bottom search box and get nothing?

Anything I have tried out of the start menu also doesn't open. I did get the restore an win 7 image window but without the make a win7 image that doesn't do me any good.
I had Acronis and removed it. I wonder if that corrupted it. Acronis takes over the image part. Once Acronis is installed you can select to have the Win7 run it or Acronis. This is in the Win7 create image window.
