Who are the above users? I happened to be in my Microsoft Intellipoint properties and noticed all of these in the "Groups or Users" security settings. Each one has a very small bright red question mark in between the "user" avatar and the "S-1-****" users.

Perform the following:
Start the registry editor
Move to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList
Select each SID under this in turn and look at the ProfileImagePath and at the end of this string is the name of the user
Close the registry editor.

My computer built by me on a budget.
Now what

OK, now I can see a user in that SID. But, the question remains: what should I do about it? It isn't a system assigned think like Creator/owner system SID

Don't do anything about it...These are usually just remnants of previous user accounts that were on the system. Either from a previous installation or a deleted/removed user account. The long numbers is how the computer identifies users, while we as humans see a name like "Logic".
