Laptop overheats on 64-bit, NOT on 32-bit though

Hey guys, a while back I switched from 64-bit to 32-bit due to one thing: OVER-HEATING!
When I had 64-bit, my laptop overheated and kept on shutting its self down, even after watching a 10-minute youtube video.
I searched EVERYWHERE to figure out WTF is wrong with my laptop. First I thought I had faulty hardware, installed windows 7 32-bit on another volume and it never overheated, not even after playing GTA IV for 3 hours (Dident even get hot) but in 64-bit it takes less than 5 minutes for GTA IV to over-heat my computer, WTF is up with that?
Then I thought it was drivers - Went on AMDS site and downloaded every driver: Graphics card, CPU exc.
No luck!
So I finally switched to 32-bit..But see, GTA IV runs even worse.
64-bit: 30-35 FPS
32-bit: around 20-25FPS
My specs:
AMD Athlon 64 X2 Dual-Core processor @ 2.0ghz
ATI Radeon 3100 HD 256MB dedicated/ 1.2GB shared
3GB SDRAM @ 800mhz (But in bios I took off 1GB shared RAM so then I had 4GB of RAM on windows 7 as 526MB is ENOUGH!!!)
320GB hard drive

Also, I bought a cooling pad thinking that would help. Still overheated, but got an extra few minutes watching youtube.

have you tried updating your BIOS? my friend had a problem with his comp overheating and after updating his systems BIOS it was much better.

If I would have to make an educated guess, I would say that there's something wrong with the cool and quiet drivers under x64.

Maybe you should look for newer chipset and Cool and Quiet drivers.

Can't guarantee though, but it's a start.

Try using speedfan. It will show the temperature of your computer.
You can also remove the fan and clean out the dust buildup

I think I mentioned this already, but, here it is again:
This laptop is 2 months old. NO dust
I DID use Speedfan and I remember the results. Here they are:
CPU fan starts at: 190F
CPU fan stops at: 170F
Time to go from 170F to 190F: about 1-5 minutes.
The system shuts its self down when it manages not to cool its self.
Done test on 32-bit
CPU fan starts at: 130F
CPU fan stops at: 90F
The time to get from 90F to 130F is a VERY long time due to heatsink or w/e, but the time to cool down from 130F to 90F is little on 32-bit.
I guess 64-bit doesnt like me

Now stay calm, there is always a solution, and no sense in heating up yourself.

I read you tried CPU and GPU drivers, but I didn't see you mentioning the chipset nor the "Cool & Quiet" driver, like I asked you.

Laptop is the same, so difference must be somewhere in the drivers.
(assuming you didn't change any bios settings)

Something is making the fans come on too late or make them turn to slow.

My guess would be that "C&Q" driver is either absent or it is failing under x64.

I see you checked the temperatures, but have you checked the rpm's of the fans?
Have you tried using speedfan to manipulate the fans instead of only reading the temps?

There are some more sw fan controllers that let you manipulate the fans settings, but I can't remember the names.

My Dell Studio XPS 1640 Laptop is only a few months old. Pretty high performance so I expected it to get warm, but when I started running 64-bit Windows Vista & Windows 7 I noticed that they both got my laptop really hot. Not as severe as yours though, as I got about an hour out of it before it shut off. Dell Tech Support suggested I update the bios, and when I did it stopped getting near as hot. It was a completely different, cooler, more reliable piece of hardware all of a sudden. Bios is tricky in 7, since the updater software is made for Vista generally and it won't notify you of a new BIOS update (at least it didn't for me!)

One problem: AMD is to lazy to make Cool & Quiet drivers for windows 7. I don't have them on 32-bit either but it still runs perfectly.
I already tried BIOS update. Failed at like 98%. Now scared to reboot (It was flashing at that time). Like I said, Im using 32-bit right now. I deleted the 64-bit version. Speedfan dident help my fan, must not support them or something.

Whats the model of the laptop...

It's in his specs.
But he switched to 32bit so I assume help no longer needed.

Edit: the model type is not in the specs, only the brand. sorry.

Maybe it has something to do with dust inside the laptop (Had the same problem with my laptop a half year ago.) this can repaired by using compressed air.

Nah, running 32-bit right now, no heat problems. Can run crysis all on medium/High doing benchmarks over a hour without it even getting hot (The fan might start once or twice, but it never gets hot)

I guess Ill try Windows 7 64-bit again, this time Dual-Boot. I almost fried my hardware last time so ill make sure to try and get drivers on AMD's website (For graphic card AND CPU)
Forgot to mention, I had Downloaded Drivers for "ATI Radeon 3100 HD"
Turns out, I have "ATI radeon 3100"
Whats the difference? IDK. But I read this COULD have been a problem.
BIOS update in windows failed, but laptop still works. I decided to burn to CD and boot of that. 100% successful

Maybe, just maybe, it WAS the ATI radeon 3100 HD drivers.
Thought there are no drivers for "ATI radeon 3100" Except the ones from Windows updates.

BTW, I cant get speefan to control my fans. Dont know why, never could get it to work.

You can also try a laptop cooling fan such as this:

Yes, but my point is is that My system is 100% fine in 32-bit, NO over-heats at ALL but in 64-bit it overheats after 10 minutes of youtube...

Will re-flashing the BIOS maybe make the fans work again?
Pretty sure the Sensors dont work, because on 32-bit the fans sometimes go off but on 64-bit the only time they ever start working is when the Laptop hits 190F (Prob going to melt the AMD64 CHIP)

EDIT: Doing some research, seems LOTS of people are having this problem. One guy had a problem on his MAC with an intel Core 2 duo.
