Solved I am trying to make users and groups with rights and permissions

I have windows 7 home premium 64 bit and I am trying to make users and put them into groups that I also want to create. You see I want to make these users and groups have special rights and permissions. I right click computer left click manage and then when I get to the computer management screen there is no users and groups in the list. This is extremely disappointing, in xp, and server 03 I can do that with ease. All from the computer management screen, please help me.

Yah that's what I figured, that is a shame. I guess I spent $220 for nothing then, I wonder if Microsoft will refund my money and take back the garbage copy of windows that I bought, because I have no use for it now

Yah I kinda knew that, well looks like ultimate is the one I need, I not only want to make policies but I also want to enforce them, that's kind of a dumb thing with the pro version that you can make them but cannot enforce them. Looks like I have to spend a lot more money for one thing I want to be able to do whole heartedly not just half of..
