Solved G31M-S R2.0 Motherboard with USB Still on

Right...
I have a G31M-S R2.0 Motherboard but when the PC is totally shut down and is off my on board USB Card Reader still has power going to it (Light's on)
I have the manual but doesnt say what to look for and people say check the jumpers I dont know which ones to look for...

So I come to you people for help...please!

In Device Manager under USB Root Hub (My Card Reader) / properties
It says the Hub is self powered 250mA (Total power available 500 mA)

Right behind the Mouse / Keyboard plug there is a jumper which needs to be moved to the 1-2 position as its set by default to the 2-3 position
