Always on top application, need to not be always on top

I have an application that is set to always be on top of all others. Ive looked through all the options in the application and there is not one to make it not be on top of all other windows. I have also asked the maker of such software and they have said that there is no way to not make it ontop. does anyone know a way to make another application come ontop of this one or a way to get it to where I can use the other application?
the application Im using is a medical application and the manufacturer is not helping at all. the application I want to use isnt harmfull and it is job specific.

The only thing that can go on top of an always on top application is another always on top application, and even then, an app can tell if it's on top or not and may have been coded to fight for the top position.

This is something that is specifically coded for the app and can't normally be fixed, at least not without hacking at the application itself (Possibly while running).

It says "always on top maker" but it also does the reverse. Though I have not tried using it and can't say how well it works or if it might not wreck the program and require you to reinstall it. So I'm not endorsing it either way
