If I power-up my ADSL modem after W7 has already loaded (or disconnect the modem for a while and then reconnect) W7 never gets me connected, giving me the 'Network – No Internet Access' message. So I have to restart the PC (with the modem already on) in order to get a connection. Connection is always found on start-up if the modem is already on. I had the same problem with Vista. It's a wired connected. I've already turned off 'allow the computer to turn off this device' in the power settings for the ethernet controller.
It’s not a modem issue since I have another PC running XP connected to another port on the modem which always reconnects.
I'm using 7100. Asus P5ke board.

It would help you to understand what is happening to do some research on DHCP and IP address assignment.
A home network works in a similar way to the WWW. You turn your computer on but before it can access the Internet, it needs an address assignment. Your computer is connected to the ADSL modem, it is the modem that sends a "Handshake Request" to your Service Provider. When received and recognized, the Service Provider sends back an address assignment of 12 numbers like 304.567.200.117. With this address assignment, your computer can now surf the Internet.
If you turn the computer on first, then later turn the ADSL modem on, the computer will never be able to connect. The computer must be turned on after the modem has been connected to the Service Provider in order for the "Handshake" to work correctly.
A home network (any network for that matter) works in a miniature way. A router can manage 255 addresses and uses select addresses reserved for networks and so are never assigned to websites. A common network address is 192.168.0.1. The router takes the place of your computer, the ADSL modem gives the Service Provider's address to the router. You turn your computer on and it sends its "Handshake Request" to the router. When received and recognized, it returns an address assignment (192.168.0.101) to your computer and you can now surf the Internet. Each computer in the home network gets a different address assignment (192.168.0.102 etc) which allows the router to keep tract of what data goes where.
For everything to connect properly, the ADSL modem must be turned on first, then the router, and last the computer. That's how it works.
