I don't understand what exactly you are saying but if you are asking to change Icon of Shortcut, you can change it from Shortcut Properties.

You can change Icon of main EXE file in Program Files Folder then you cam change it using 'Resource Tuner'.

You can change My Computer, and other system Icons on desktop from Personalization (Right click on your Desktop and choose Personalize) menu.

I want to remove the frame around the .ico file. This frame is shown in the folder view on all the icons i'm having(the view of the exact .ico fail). When i use the icon for some folder or other file it's shown in full image without the frame! You can see the picture.. there i'm showing the frame around the browser icons.

K you can use Photoshop to remove that while color frame. Just clear white color back ground using Magic wand tool then save it as .ico file. Usually photoshop doesn't support to save images in .ico format but you can add an plugin which supports to save Images to .ico format from PS.

Code:

here you can download that plugin

i have the photoshop plugin, 10x anyway! But my problem isn't from the exact .ico fails... The windows itself makes the borders(frames) That's why when i use the .ico fail for some folder the frame dissapears! Somehow Windows makes the border around the .ico fail and i want to remove it... before sometime there was no frame around the fails but resently it showed up..

If I'm right then you are talking about that shadow in your pic. I guess you have shared screen shot of your Icon collection and you are worrying about those shows. But as per my knowledge it is not at all a matter because windows considers raw ICO file as just an Image so it generates some shadow around the Image. But when we apply it to any Program it doesn't generate any kind of Shadows.

This is screen shot of same icon first one is after I applied it to Mozilla Shortcut and second one is a raw one.
