Win 7 drive letter asssignment

I have the operating system win 7 professional 64 bit but it quit assigning drive letters. I can see the drives (usb flash memory or usb hard drives) in the disk managment and assign a drive letter sucessfully. I cannot figure out what changed and now my laptop will not assign any drive letters to my external drives automatically. Helpful suggestions???
 
Most likely you will succeed if you follow the advise given by Gregrocker.

In the event that you don't then please also try doing it using a Partition Manager Boot CD.
