Launch Windows Media Center and navigate to Tasks>Settings>General>Startup & Windows Behavior and uncheck Start WMC when Windows starts.

You can also click Start and type msconfig in the Search field. Press Enter to open System Configuration. Click the Services tab and uncheck Windows Media Center.

Navigate to Start>Control Panel>Programs>Programs & Features>Turn Windows Features On Or Off and disable Windows Media Center.

Restart your computer then go back and re-enable WMC if you want to continue using it.

Other than that, WMC may be auto-updating or a specific service or driver is calling for WMC to start.

You might want to check in Event Viewer and see what is going on there.

Go to the task scheduler and look in the Microsoft -> Windows -> Media Center section, and look at mcupdate and mcupdate_scheduled. Make sure neither have "wake the computer to run this task" in the conditions tab.
