Unfortunately we are NOT mind readers & you have told us very little...

* There are many reasons why a PC " behaves" this way.

These annoying " gliches" may be caused by an overloaded hard drive, overworked CPU, Malware, running 2 AV 's, unnecessary data, Browser addons or you may have unnecessary programs running in the background etc....

* Are you in the habit of running "Registry cleaners" (e.g., Registry Mechanic; System Mechanic; RegCure; RegClean Pro; Advanced SystemCare; AVG PC TuneUp; Norton Registry Cleaner; PCTools Optimiser; SpeedUpMyPC; CCleaner Registry Cleaner;WiseFixer)

* Have you made any recent changes on the computer?

* Have you a System Restore Point PRIOR to the problem presenting that you could roll back to?

Im sorry but i myself dont know much to tell you :/
I doubt cpu or hard drive are the case, they are barely used to their capacity.
Registry yes, but i havent used ccleaner since the reformat, forgot to download it till now so the registry is untempered except a few lightweight applications.
