Since2/21/12, windows has been trying to install upgrade for IE 99 for Windows 7 x64 bit. I already have IE 9 installed for 32 bit. How can I get rid of install trying at shut down?

You could try hiding the update, Option One: http://www.sevenforums.com/tutorials/24376-windows-update-hide-restore-hidden-updates.html

The x64 and x86 installer for IE9 are the same file - what exactly are you seeing in Windows Updates?
